Mudança na Aposentadoria: Trabalhador terá de contribuir por 49 anos para receber 100% do benefício

aposentadoria-reformaA proposta do governo federal para a Reforma da Previdência prevê que o trabalhador terá que contribuir por 49 anos se quiser receber 100% da aposentadoria. Atualmente, o teto do Instituto Nacional do Seguro Social (INSS) é de R$ 5.189,82, que é reajustado anualmente pelo INPC. Os cálculos são do secretário da Previdência do Ministério da Fazenda, Marcelo Caetano.

Segundo o secretário da Previdência, Marcelo Caetano, com as regras previstas na Proposta de Emenda à Constituição (PEC) da reforma, será possível economizar entre R$ 5 bilhões e R$7 bilhões a cada ano apenas com o Regime Próprio de Servidores Civis. Além disso – cumprindo-se a expectativa do governo federal de aprovar a reforma ainda em 2017, bem como aprovar também uma lei específica com novas regras para o Benefício da Prestação Continuada (BPC) – poderão ser economizados outros R$ 678 bilhões entre 2018 e 2027.

“Nossa expectativa é de que o Congresso aprove [a reforma] em 2017 para garantir [os benefícios para os cofres públicos]. Só a reforma pelo BPC para o INSS, a economia será de R$ 4,8 bilhões em 2018, valor que cresce para R$ 14,6 em 2019. Em 2020, será de R$ 26,7 bilhões; e em 2021 será de R$ 39,7 bilhões. De 2018 a 2027, a economia seria algo em torno de R$ 678 bilhões”, disse o secretário. “Além disso, com regime próprio de servidores civis, a economia será de R$ 5 bilhões a 7 bilhões por ano”, acrescentou.

O Benefício da Prestação Continuada (BPC) equivale a um salário mínimo mensal que é concedido a idoso com mais de 65 anos ou pessoas com deficiência física, mental, intelectual ou sensorial de longo prazo.

A ideia do governo é fazer com que a renda de todos os entes da família passem a ser consideradas para o cálculo, sem as exceções previstas na lei atual – caso, por exemplo da renda obtida por pessoas com deficiências. Nas regras atuais, para receber o BPC, a renda per capita da família tem de ser inferior a um quarto do salário mínimo.

Pensões

As pensões pagas a viúvas e viúvos poderão, eventualmente, ser menores do que o salário mínimo, segundo o secretário.

“Nas pensões por morte, o valor pago [à viúva ou viúvo] será de 50% da aposentadoria, acrescido de um adicional de 10% por dependente. Essa cota não será mais revertida para a viúva [ou viúvo] quando o filho completar 18 anos de idade”, disse, ao ressaltar que as novas regras só valerão após serem promulgadas, não abrangendo as pensões que já são pagas. “Entre nossas premissas está a de não mexer com direitos já adquiridos”, acrescentou.

Idade mínima

As novas regras estabelecem idade mínima de 65 anos para homens e mulheres, segurados do INSS, servidores públicos, trabalhadores rurais e urbanos poderem pedir a aposentadoria, assim como parlamentares e detentores de cargos eletivos. O tempo mínimo de contribuição será de 25 anos.

As regras valerão para homens com idade inferior a 50 anos e mulheres com menos de 45 anos. Para os contribuintes com idade superio, a proposta prevê a aplicação de um acréscimo de 50% sobre o tempo que restava para a aposentadoria, tendo como base a regra antiga.

“Digamos que homem de 52 anos, com 34 de contribuição, com a regra de transição aplica-se 50% do tempo. Como o tempo de contribuição era 35 anos, o tempo que falta passa de 1 ano para 1 ano e meio”, disse o secretário.

Congresso Nacional

Ontem (5) ao deixarem a reunião no Palácio do Planalto em que debateram a reforma, sindicalistas disseram que, na forma como foi apresentada, a reforma não será aprovada no Congresso Nacional. Eles reclamaram da idade prevista na regra de transição, que deveria ser feita de forma mais suave.

Questionado se o governo está preparado para mudanças da reforma no Congresso, Caetano disse que as questões políticas fogem de seu controle, mas defendeu que a reforma é necessária ou o país terá de encarar problemas previdenciárias no futuro.

“O Congresso é fundamental nesse aspecto. É o local do diálogo social. No ambiente democrático seu papel é fundamental. Mas essa reforma foi feita com visão de Estado. Não de governo. Temos uma visão de longo prazo. Se começar a abrir mão de muita coisa vai ter que fazer uma nova reforma lá na frente. A reforma tem que ser duradoura. Queremos evitar não ter como pagar a Previdência, como acontece em vários estados. Se a reforma não for feita, daqui a 2 anos teremos que fazer nova entrevista para explicar uma nova reforma”, disse o secretário, em entrevista coletiva no Palácio do Planalto.
