A população capixaba vai ter a oportunidade de contribuir para a elaboração do Plano de Desenvolvimento Urbano Integrado (PDUI). Para facilitar, o governo do estado lançou uma ferramenta on line para ajudar na participação popular. A plataforma pode ser acessada por meio do endereço eletrônico http://planometropolitano.es.gov.br.
O objetivo é receber as sugestões dos moradores sobre os sete municípios que compõem a Grande Vitória: Vila Velha, Viana, Guarapari, Vitória, Serra, Cariacica e Fundão. As contribuições devem estar relacionadas aos temas Ordenamento Territorial, Mobilidade Urbana, Desenvolvimento Econômico e Meio Ambiente. “As pessoas poderão acessar e dar suas sugestões pensando no futuro da Região Metropolitana. A opinião da população é muito importante. Será possível ainda ter informações sobre as etapas do processo de elaboração do plano e acompanhar as fases do processo”, afirma Andrezza Rosalém, presidente do Comdevit e diretora-presidente do Instituto Jones dos Santos Neves.
Como contribuir
Para utilizar a plataforma, é necessário que o cidadão informe o CPF. Caso o usuário ainda não tenha registro no portal Acesso Cidadão, que é utilizado por quem usa os serviços ou participa de programas do Governo do Estado, é necessário se cadastrar para obter login e senha. Para dar uma sugestão, o morador pode indicar se está ligado a alguma instituição, como movimentos sociais, poder público, ONGs, Instituições de Ensino Superior e outros. É necessário também apontar o tema a qual se destina sua contribuição. Em seguida, basta indicar o município que está relacionado com sua proposta e acrescentar a sugestão.
O Plano
A elaboração do plano de desenvolvimento Metropolitano da Grande Vitória atende a uma das exigências da lei federal nº 13.089/2015, conhecida como Estatuto da Metrópole. A lei determina que o plano seja aprovado pela Assembleia Legislativa e transformado em lei estadual até janeiro de 2018. Para isso, o Comdevit organizou um grupo de trabalho com membros de secretarias de Estado, das prefeituras dos municípios da Região Metropolitana e da sociedade civil. Esse grupo conduz a elaboração do documento, que contará com participação e o controle social. O plano de desenvolvimento da RMGV é um instrumento legal que estabelece, com base em processo permanente de planejamento, as diretrizes, os projetos e as ações para orientar o desenvolvimento urbano da Região Metropolitana, buscando reduzir as desigualdades e melhorar as condições de vida da população. A importância do plano está em promover a discussão da atuação conjunta do Estado e dos municípios para garantir o desenvolvimento econômico, social, urbano e ambiental coordenado e sustentável. Para o Comdevit, a elaboração do plano de desenvolvimento é uma oportunidade para se estabelecer uma ferramenta de gestão integrada para a Região Metropolitana.
Temas
Por orientação do Estatuto da Metrópole, o plano de desenvolvimento deve conter diretrizes para funções públicas de interesse comum dos municípios que integram a Região Metropolitana, projetos estratégicos e ações prioritárias. Serão discutidos os temas ordenamento territorial, mobilidade urbana, meio ambiente e desenvolvimento econômico.
Metrópole
A lei federal nº 13.089/2015 define como metrópole “o espaço urbano com continuidade territorial que, em razão de sua população e relevância política e socioeconômica, tem influência nacional ou sobre uma região que configure, no mínimo, a área de influência de uma capital regional”. No Espírito Santo, a única região metropolitana instalada é a da Grande Vitória, da qual fazem parte os municípios de Cariacica, Fundão, Guarapari, Serra, Viana, Vila Velha e Vitória. Diariamente circulam por essas cidades mais de 1,9 milhão de pessoas que precisam pensar e agir de forma metropolitana, em prol da melhoria do território como um todo, extrapolando os limites do município em que moram.
Já o Conselho Metropolitano de Desenvolvimento da Grande Vitória (Comdevit) é formado por conselheiros distribuídos entre representantes do Governo do Estado; de cada um dos sete municípios da Região Metropolitana; e da sociedade civil, sendo estes indicados pela Federação das Associações de Moradores e dos Movimentos Populares do Estado do Espírito Santo (Famopes). A presidente do Conselho é Andrezza Rosalém, diretora-presidente do Instituto Jones dos Santos Neves. O Comdevit também é diretamente vinculado à Governadoria.
