Os ministros da Fazenda, Henrique Meirelles, e do Planejamento, Dyogo Oliveira anunciaram o aumento de tributos para cumprir a meta de déficit primário (resultado negativo nas contas públicas sem o pagamento de juros) de R$ 139 bilhões para este ano. Eles anunciaram também que o Orçamento-Geral da União terá um corte de R$ 42,1 bilhões,
O governo pretende enviar uma medida provisória para reverter quase totalmente a desoneração da folha de pagamento. Em vigor desde 2011, a desoneração da folha atualmente beneficia 56 setores da economia, que pagam 2,5% ou 4,5% do faturamento para a Previdência Social, dependendo do setor, em vez de recolherem 20% da folha de pagamento.

A desoneração da folha de pagamento será mantida apenas para os setores de transporte rodoviário coletivo de passageiros, de transporte ferroviário e metroviário de passageiros, de construção civil e obras de infraestrutura e de comunicação. “São setores altamente dependentes de mão de obra e vitais para a preservação da recuperação do emprego no país prevista para este ano”, declarou Meirelles.
A reversão completa da desoneração reforçará o caixa do governo em R$ 4,8 bilhões neste ano. A medida, no entanto, só deverá valer a partir de julho, por causa da regra que determina que qualquer aumento de contribuição só pode entrar em vigor 90 dias depois da publicação da lei no Diário Oficial da União.
Na semana passada, os ministérios da Fazenda e do Planejamento chegaram à conclusão de que o Orçamento de 2017 tem um rombo de R$ 58,2 bilhões em relação ao necessário para cumprir a meta fiscal. A diferença deve-se ao crescimento da economia menor que o previsto, que reduzirá a receita líquida a R$ 54,8 bilhões, e ao aumento em R$ 3,4 bilhões na estimativa de despesas obrigatórias. Originalmente, o Orçamento de 2017 previa alta de 1,6% do Produto Interno Bruto (PIB) este ano. A projeção oficial foi reduzida para 0,5%.
Para diminuir o tamanho do contingenciamento (corte de despesas não obrigatórias), o governo reverterá desonerações e pretende contar com R$ 10,1 bilhões dos leilões de usinas hidrelétricas autorizados pela Justiça nos últimos dias. O governo pretende arrecadar de R$ 8 bilhões a R$ 8,7 bilhões com a regulamentação dos precatórios (dívidas que a Justiça manda o governo pagar), mas Meirelles explicou que o volume só deverá ser incorporado ao Orçamento daqui a dois meses, no próximo Relatório de Avaliação de Receitas e Despesas.

O governo também acabará com a isenção de Imposto sobre Operações Financeiras (IOF) para operações de crédito das cooperativas. De acordo com Meirelles, a medida gerará R$ 1,2 bilhão de receitas. “Essa é uma questão de isonomia”, justificou o ministro.
Precatórios
Na segunda-feira (27), a Advocacia-Geral da União (AGU) editou resolução que determina que os precatórios que não tiverem sido sacados nas contas judiciais há mais de dois anos e meio sejam devolvidos ao Tesouro Nacional. O dinheiro, informou Meirelles, entrará no resultado primário do governo ainda este ano. Quando os precatórios forem liberados para a União, explicou Meirelles, o contingenciamento será reduzido para um intervalo entre e R$ 33,4 bilhões e R$ 34,1 bilhões.
De acordo com Meirelles, o governo verificou a hipótese de considerar os recursos dos precatórios dentro das normas do Orçamento, mas constatou que a inclusão ainda não pode ser feita. “A conclusão é que não existe conclusão formal a ser obedecida. É uma decisão de cada juiz suspender o [pagamento do] precatório e devolver recurso para União. Existe uma questão procedimental e formal. Nossa conclusão, após análises jurídicas intensas, é que a posição correta é não considerarmos no momento essas receitas como parte do Orçamento”, explicou.
Hidrelétricas
Já a devolução de concessões de hidrelétricas da Companhia Energética de Minas Gerais (Cemig), recentemente julgadas pela Justiça, deve render R$ 10,1 bilhões. Na semana passada, o ministro Dias Toffoli, do Supremo Tribunal Federal, concedeu liminar que mandou a Cemig devolver a concessão de uma hidrelétrica à União. Ontem (28) e hoje (29), o Superior Tribunal de Justiça (STJ) determinou a devolução de outras usinas, o que também deve reforçar o caixa do governo.
Com o fim das concessões, o governo poderá leiloar novamente as usinas hidrelétricas. As estimativas de quanto a venda renderá ao governo foram feitas com base no preço médio do quilowatt-hora no último leilão de renovação de concessões de usinas, em 2015.
