O relatório anual de 2016 do Conselho Internacional para o Controle de Narcóticos (INCB, na sigla em inglês) , entidade da Organização das Nações Unidas (ONU), alerta que houve um aumento desproporcional dos casos de overdose de drogas e medicamentos entre as mulheres no mundo. O documento, lançado esta quinta-feira (2), pede aos países que levem as mulheres em consideração na preparação de programas e políticas sobre o assunto. As informações são da ONU News.
Segundo o INCB, os governos devem dar prioridade ao fornecimento de cuidados de saúde a mulheres dependentes e quer mais fundos e coordenação para evitar e tratar o abuso de drogas entre o público feminino. O relatório mostrou que mulheres e meninas representam um terço dos usuários globais de drogas. Os índices mais altos foram registrados entre as mulheres em países ricos.
Ao mesmo tempo, apenas 20% das pessoas que recebem tratamento são mulheres. Comparado com os homens, as mulheres são mais propensas a receber prescrições de narcóticos e medicamentos para combater a ansiedade.
O relatório mostra ainda que houve um aumento significativo das prisões de pessoas do sexo feminino por crimes relacionados às drogas. Os especialistas constataram uma forte conexão entre as trabalhadoras do sexo e o uso de drogas. Eles explicam que muitas mulheres se prostituem para financiar as drogas e outras usam as substâncias para conseguir suportar a natureza do trabalho.
O organismo da ONU afirma também que a legalização da maconha para uso recreativo é incompatível com as obrigações legais internacionais.
Brasil e América do Sul
No Brasil, o relatório diz que o crime organizado e o tráfico de drogas continuam sendo o foco das preocupações e da cooperação regional, incluindo a tríplice fronteira do país com a Argentina e o Paraguai.
No ano passado, Brasil, Peru e Bolívia anunciaram a criação de um centro de inteligência da polícia para combater o tráfico de drogas entre os três países. O governo brasileiro firmou também um acordo de cooperação estratégica com o Escritório da Polícia Europeia (Europol), para aumentar a cooperação entre os dois lados.
O relatório do Conselho Internacional para o Controle de Narcóticos afirma ainda que apesar da fabricação de cocaína ocorrer principalmente na Colômbia, no Peru e na Bolívia, laboratórios clandestinos foram encontrados no Brasil, na Argentina, no Chile e no Equador.
Além disso, o uso de cocaína por estudantes do ensino médio é mais alto na América do Sul em comparação com as Américas Central e do Norte e no Caribe. Os maiores índices foram registrados na Argentina, Chile, Colômbia e Brasil, em quarto lugar.
Em relação ao “crack”, Brasil, Argentina, Chile e Paraguai apresentaram os menores índices de consumo entre os estudantes do ensino médio. O documento do INCB ressalta ainda a implementação de programas para detectar o HIV no Brasil.
