A Secretaria de Saúde do Estado começa hoje a distribuir para os municípios repelentes para as grávidas do estado. Serão beneficiadas aquelas que fazem pré-natal na rede pública. O ES comprou 75 mil frascos de repelentes. 10 mil frascos já chegaram ao estado. A expectativa é que as grávidas comecem a receber o repelente já após o carnaval.
Até quinta-feira (28) o Espírito Santo havia registrado 1.507 casos suspeitos de infecção pelo zika vírus, sendo 13 confirmados laboratorialmente (10 em Vitória, 01 em Vila Velha, 01 em Cariacica e 01 em Aracruz). Foram notificados 53 bebês, entre nascidos e em gestação, com suspeita de microcefalia, mas ainda sem confirmação de relação com o zika vírus.
Multa
O estado vai multar pessoas físicas e jurídicas quando em imóveis de sua propriedade ou alugados forem identificadas situações propícias para proliferação do Aedes aegypti ou existência de criadouros do mosquito.
Pela portaria, considera-se de risco potencial o imóvel que, ao ser inspecionado pelos órgãos competentes, possuir depósitos com água acumulada ou depósitos favoráveis ao acúmulo de água, propiciando a reprodução do mosquito. No momento em que essa situação for detectada, o proprietário ou responsável pelo imóvel deverá eliminar a água acumulada. Se a medida não for cumprida, os agentes comunitários de saúde e/ou os agentes de controle de endemias deverão comunicar à Vigilância Sanitária Municipal o endereço do imóvel.
De acordo com o artigo 4º da Portaria, a Vigilância Sanitária competente poderá emitir o auto de infração ao proprietário do imóvel quando constatada insistência em manter condições propícias à proliferação do Aedes aegypti. O não cumprimento implicará na aplicação de sanções de caráter leve, grave e gravíssimo, de acordo com a legislação sanitária da instância em que se deu a autuação.
Segundo a chefe do Núcleo Especial de Vigilância Sanitária do Espírito Santo, Marizete Silva, o valor da multa será determinado conforme a legislação da instância em que ocorreu a aplicação do auto de infração. Assim, se a multa for aplicada pela Vigilância Sanitária Estadual, o valor mínimo pode variar de 1.400 VRTE (Valor de Referência do Tesouro Estadual) a 140 mil VRTE. “Já o município que aderir à Portaria vai adequá-la à sua realidade e aplicará a multa de acordo com sua legislação sanitária municipal”, explica.
A Secretaria Estadual de Saúde publicou portaria estabelecendo que serviços de saúde ou profissionais de saúde notifiquem, obrigatoriamente, os casos suspeitos ou confirmados de infecção por zika vírus, os casos de microcefalia e os de gestantes com doença exantemática aguda. O não atendimento a essa determinação acarretará pagamento de multa, conforme legislação tributária e/ou sanitária vigente na instância em que se originou o auto de infração.
Poderá ser requerida a intervenção da Vigilância Sanitária diante da identificação de omissões de informações por profissionaisde saúde, bem como de instituições de assistência à saúde de qualquer natureza econômica ou social. Segundo o artigo 5º, a Vigilância Sanitária vai atuar a partir de denúncias e de verificação “in loco” do não cumprimento da Portaria.
“No processo normal de inspeção da Vigilância Sanitária, será verificado o cumprimento da norma da Portaria. A Vigilância verificará formulários de notificação preenchidos e enviados para a Vigilância Epidemiológica e para sistemas de informação de saúde, por exemplo”, explica a chefe do Núcleo Especial de Vigilância Sanitária do Espírito Santo, Marizete Silva.
Bombeiros
O Corpo de Bombeiros Militar, a pedido da Secretaria de Estado da Saúde, também está na luta contra o Aedes aegypti. Desde sexta-feira (28), soldados da corporação acompanham os agentes municipais de combate a endemias de Vitória em visita às residências.
Os bombeiros receberam treinamento teórico e prático para atuar nos mutirões que visam identificar e eliminar os focos de proliferação do mosquito. Ao todo, 25 soldados vão participar dos mutirões.
De acordo com a secretaria, o suporte dos bombeiros é muito importante, pois eles transmitem segurança à população, o que facilita a entrada dos agentes de combate a endemias nas residências, onde estão mais de 70% dos focos do mosquito.
Nas visitas, eles vão ajudar os agentes municipais de combate a endemias a identificar espaços e objetos que possam acumular água parada e ser um local de proliferação do mosquito Aedes aegypti, que transmite dengue, zika e chikungunya.
