Racionamento economiza água suficiente para abastecer 42 mil casas

Rodízio reduz consumo de água, mas racionamento não será suspenso.

A primeira semana de racionamento de água na Grande Vitória gerou uma economia de 538 milhões de litros de água, volume suficiente para abastecer 42 mil casas por um mês ou todo o município da Serra. De acordo com a Cesan, o resultado obtido foi uma economia de 16% no sistema que capta água do Rio Santa Maria da Vitória e 12% no Rio Jucu.

As chuvas que ocorreram nesse período tiveram efeitos diferentes nas duas bacias. No Rio Jucu, a vazão que estava abaixo daquela necessária ao abastecimento da população subiu, mostrando uma recuperação rápida desse manancial, mas as medições dos últimos dois dias apresentam uma tendência de queda acentuada. Já a vazão do Rio Santa Maria não respondeu às chuvas, entretanto, o nível da represa de Rio Bonito parou de cair e estabilizou-se em 22% do volume. Desde o início da pior crise hídrica que já atingiu o Espírito Santo, a represa passou a ser operada como reservatório de água do Rio Santa Maria da Vitória.

“Dado esse conjunto de fatores, ainda não é possível suspender o racionamento. Será preciso um esforço adicional até que os rios nos deem segurança para normalizar o fornecimento de água. O rodízio continua sem nenhuma alteração e permanecemos monitorando intensivamente o comportamento dos sistemas de abastecimento”, afirmou o diretor de Engenharia e Meio Ambiente da Cesan, Amadeu Wetler. O diretor acrescentou ainda que o uso racional da água deve se tornar um hábito contínuo da população e todos os setores da economia. “Toda atitude para economizar é importante e válida. É uma nova relação de valor que estamos construindo com a água”, disse.

O rodízio no abastecimento de água para a Grande Vitória foi implantado pela Cesan (Companhia Espírito Santense de Saneamento) no último dia 22, após autorização da Agência de Regulação dos Serviços Públicos do Espírito Santo (Arsp) e da Agência Estadual de Recursos Hídricos (Agerh). Essa estratégia alcançou 362 bairros nos municípios de Vitória, Vila Velha, Serra, Cariacica, Viana e Fundão, abrangendo uma população de mais de 1,5 milhão de habitantes, totalizando 501.039 unidades consumidoras entre residências, comércio e serviços, indústria e setor público.

O plano de contingência para operar o rodízio foi elaborado pela Cesan de forma que o abastecimento ocorra de forma isonômica para todos. Para reduzir os impactos a Cesan promoveu ainda ampla divulgação para a população ter acesso antecipado às informações sobre racionamento e programar suas atividades para o dia de interrupção no abastecimento.

Além da veiculação de anúncios em TVs, rádios, jornais impressos e internet, a Cesan desenvolveu um sistema de busca em seu site onde os clientes podem procurar por município para saber o dia de interrupção do abastecimento em seu bairro. No período de racionamento os acessos ao site da Cesan subiram de 2.705 para 5.278 acessos por dia.

O sistema de atendimento ao cliente pelo telefone 115 também ganhou reforço para atender à população. Um menu especial foi criado na unidade automática de atendimento para que os clientes pudessem conhecer os bairros que estariam sob racionamento no dia. O número de chamadas recebidas pelo sistema de atendimento ao cliente da Cesan passou de 1.400 para 4.278 por dia. O serviço funciona 24 horas e a chamada é gratuita de qualquer telefone.

Com transparência a Cesan também ofereceu apoio à imprensa para divulgar informações sobre o racionamento e a pior crise hídrica que já atingiu o Espírito Santo. Diretores e técnicos da Companhia ficaram à disposição para atender jornalistas, conceder entrevistas e responder perguntas da população em programas jornalísticos ao vivo no rádio e na TV. Apenas nos seis dias de racionamento na Grande Vitória, foram atendidos 189 pedidos de informações por jornalistas e concedidas 28 entrevistas para falar sobre o tema, o que resultou em 161 matérias veiculadas pela imprensa em jornal e na internet, 85 reportagens na TV e 4 no rádio.

Operação

O rodízio no abastecimento de água para a Grande Vitória foi implantado nos municípios de Vitória, Vila Velha, Cariacica, Serra, Viana e para a localidade de Praia Grande, em Fundão. Os bairros foram agrupados em sete regiões distintas e a cada dia da semana uma região tem o fornecimento de água suspenso por um prazo de 24 horas, sempre a partir das 12 horas. Passadas as 24 horas de interrupção, o sistema pode retornar ao normal em até 24 horas.

A Cesan vem alertando a população sobre a gravidade da situação e solicitando a redução do consumo em decorrência do risco de piora da situação do abastecimento na Grande Vitória. Foram feitos alertas à sociedade em abril, maio (anúncio da situação de emergência), agosto e em setembro de 2016. A sociedade atendeu ao chamado e diminuiu o consumo, porém, ainda não foi suficiente e foi necessário implantar o rodízio no abastecimento da Grande Vitória.

Interior

Os locais que mais sofrem com os efeitos da estiagem são as regiões norte e noroeste do Espírito Santo. No interior são 14 localidades abastecidas pela Cesan que estão sob racionamento de água. Além do acesso ao mesmo sistema de informação implantado para moradores da Grande Vitória, a Cesan também fez a divulgação nesses locais por meio de carros de som que percorrem as ruas com as informações sobre o abastecimento de água em cada localidade.

Ações

O Comitê Hídrico, criado pelo Governo em 2015, tem a atribuição de tomar medidas de curto, médio e longo prazo para garantir água para a população. Na Grande Vitória, a Cesan reforçou e impermeabilizou o enrocamento (blocos de pedras colocados uns sobre os outros) no Rio Jucu para acumular mais água na área de captação da estação de tratamento de Caçaroca. No Rio Santa Maria da Vitória, a água represada na barragem de Rio Bonito serve para regular a vazão do rio e oferece condições para captar o suficiente para o abastecimento.

Outra medida de curto prazo é a construção do Sistema de Abastecimento de Água de Reis Magos, que está com 61% das obras concluídas e deve entrar em operação até o fim do ano. Esse novo sistema terá capacidade de tratar 500l/s de água para parte da Serra, retirando a sobrecarga sobre o Rio Santa Maria da Vitória. No Rio Jucu, a Cesan está realizando o projeto básico para construção de uma represa que irá armazenar 21 bilhões de litros de água, garantindo abastecimento por quatro meses sem chuva. Os estudos para esse projeto estavam programados para iniciar em 2020 e foram antecipados para 2016.

Por meio do Programa Estadual de Construção de Barragens, a Secretaria de Estado da Agricultura (Seag) irá implantar ainda 60 novas barragens até o final de 2018 no interior do Estado. Serão 34 de uso múltiplo de médio porte e outras 26 em assentamentos de trabalhadores rurais capixabas. Além disso, também está dentro do Programa a retomada da obra da barragem de Pinheiros e a construção da barragem do Jucu, coordenada pela Cesan. Outras seis barragens de médio porte também serão construídas em Alto Rio Novo, Pedro Canário, São Roque, Vila Pavão, Ecoporanga e Barra de São Francisco, por meio de uma parceria entre os dois órgãos. Ao todo serão investidos mais R$90 milhões para as 68 barragens.

Até o final de 2015, pelo Programa Reflorestar, foram ainda atendidos mais de 1.800 produtores rurais em 73 dos 78 municípios capixabas, um investimento de R$ 28 milhões, o que está permitindo iniciar a restauração florestal em pelo menos 6.000 hectares de terras e reconhecer outros 6.000 hectares de florestas conservadas. Atualmente, existem 4.300 produtores cadastrados no Reflorestar. A meta para 2016 é atender mais 1.600 produtores rurais, o que deverá permitir iniciar a recuperação de cerca de 4.600 hectares e investimentos da ordem de R$ 25 milhões.
