Produtores rurais querem revogação de desapropriações no Caparaó Capixaba

Associação questiona critérios para delimitação no lado capixaba, além das divergências entre as altitudes no Espírito Santo e em Minas Gerais

Mobilizar toda a sociedade do entorno do Parque Nacional do Caparaó para exigir do Governo federal a revogação do decreto S/Nº de vinte de novembro de 1997 que traçou novos limites para o Parna, prejudicando centenas de produtores rurais capixabas, com reflexos negativos em toda a economia local.

Com este objetivo, a Associação dos Produtores Rurais do Caparaó Capixaba (Apruccap) realizará, no próximo dia 10 de fevereiro, sexta-feira, às 14 horas, no Ibiaçá Clube, em Santa Marta, distrito de Ibitirama, uma grande reunião com toda a comunidade do entorno e para a qual já estão confirmadas as presenças do senador Ricardo Ferraço, dos deputados federais Evair Melo e Lelo Coimbra, da deputada estadual Luzia Toledo, de prefeitos municipais da região e outras lideranças regionais.

“Até hoje, o Instituto Brasileiro do Meio Ambiente, responsável pelo cumprimento do decreto de desapropriação não explicou aos produtores rurais do Caparaó Capixaba os critérios utilizados para a demarcação dos novos limites”, frisa o empresário e produtor Francisco Faleiro, diretor-presidente da Apruccap. “No Espírito Santo, áreas com aproximadamente seiscentos metros de altitude foram incluídas na desapropriação, enquanto em Minas Gerais a altitude mínima gira em torno de oitocentos metros, chegando ao máximo de dois mil metros de altitude, o que representa uma enorme discrepância”, acrescenta Faleiro.

Além de os produtores desapropriados não terem sido indenizados, áreas inteiras de produção tiveram de ser abandonas, e outras, incluindo área de produção de café gourmet, foram afetadas com a redução de dois terços em sua área de plantio. A paralisação da produção rural, incluindo esses cafés de alta qualidade, a retirada dos proprietários das terras e a falta de fiscalização causaram e causam enormes prejuízos não só ao Parque Nacional do Caparaó como a toda a população do entorno do Parna, já que propriedades produtivas foram inativadas, famílias inteiras tiveram de abandonar inclusive moradias, e caçadores e vendedores ilegais de pássaros viram o campo livre para agir.

“Não somos contra o Parna Caparaó; ele faz parte das nossas vidas há gerações e é também o futuro de nossas famílias. Mas queremos que a injustiça cometida contra os proprietários, a população do entorno e, em escala mais ampla, de todo o Espírito Santo, seja corrigida. Queremos permanecer nas propriedades, queremos continuar como guardiões do Parna Caparaó, já que os órgãos federais até hoje não mostraram ter condições de quadro de pessoal e de material para fazê-lo. É preciso que Ministério do Meio Ambiente abra canais de diálogo, pois até processos administrativos protocolados por produtores do lado capixaba ficam sem resposta do Ibama. Não podemos continuar vivendo a insegurança jurídica imposta por um decreto que, inclusive, já caducou, já que em seu Parágrafo Único define a conclusão de ações para dois anos a partir de sua publicação”, acresenta Faleiro
