O governo federal anunciou nesta quinta (5) mais um plano para melhorar a segurança pública no país. O presidente Temer anunciou que R$ 800 milhões serão usados para a construção de pelo menos um presídio por unidade federativa. Os recursos fazem parte do repasse de R$ 1,2 bilhão do Fundo Penitenciário Nacional (Funpen) aos estados, liberado pelo governo federal no final de 2016. Temer também disse que a chacina no presídio em Manaus foi um “acidente pavoroso”.
O presidente disse ainda que outra parte do montante, R$ 150 milhões, será para a instalação de bloqueadores de celulares em pelo menos 30% dos presídios de cada estado.
Segundo Temer, mais R$ 200 milhões serão destinados para a construção de cinco presídios federais. O Ministério da Justiça informou ontem (4) que prevê a liberação de R$ 1,8 bilhão para o sistema penitenciário ainda neste primeiro semestre.
Temer aproveitou a abertura da reunião para enviar uma mensagem às famílias das vítimas do massacre em Manaus. “Quero me solidarizar com as famílias que tiveram seus presos vitimados naquele acidente pavoroso que ocorreu no presídio de Manaus”.
O presidente da República disse que não houve “uma responsabilidade objetiva, clara e definida dos agentes estatais” no episódio de Manaus, uma vez que os presídios da capital amazonense têm serviços terceirizados.
“Claro que [as autoridades] tinham de ter informações e acompanhamento. Os dados foram acompanhados pelo Ministério da Justiça desde o primeiro dia. [O ministério] colocou todos dispositivos federais por conta do presídio de Manaus”.
O presidente fez as declarações no Palácio do Planalto durante a abertura da reunião com o núcleo institucional do governo, que discute questões de segurança e de defesa. O encontro ocorre após a rebelião de presos no Complexo Prisional Anísio Jobim (Compaj), em Manaus, que resultou na morte de pelo menos 56 presos.
“Quero registrar que haverá determinação do Ministério da Justiça, referente ao Plano Nacional de Segurança Pública [ainda a ser anunciado], para que os presídios que vierem a ser construídos nos estados, aos quais já destinamos R$ 1,2 bilhão [em referência ao valor liberado em dezembro de 2016 do Funpen para os estados], R$ 800 milhões vão para a construção de pelo menos um presídio por estado”, disse Temer, e acrescentou “R$ 150 milhões serão para [a instalação de] bloqueadores de celular em pelo menos 30% dos presídios dos estados”, acrescentou.

Segundo o presidente, a ideia é, com a construção dos novos presídios, separar presos em função do delito cometido, da idade e do gênero, conforme prevê a Constituição.
O presidente disse, ainda, que o governo decidiu pela “construção de mais cinco presídios federais para [detidos] de alta periculosidade. A verba para isso será de cerca de R$ 200 milhões”, disse Temer, ressaltando que tudo deverá ser feito no menor prazo possível.
“A União há de ingressar fortemente nessa matéria. A questão da segurança pública, embora cabível aos estados, ultrapassou os limites dos estados. Temos recursos para essa matéria sem invadir a competência estadual. Não vamos invadir, mas vamos estar presentes”, afirmou.
Segundo Temer, as datas para a assinatura dos repasses e a adesão dos estados ao Plano Nacional de Segurança Pública ainda serão definidas.
A rebelião no Compaj, no Amazonas, resultou na morte de pelo menos 56 pessoas, no segundo maior massacre em presídios brasileiros, atrás somente de Carandiru, em São Paulo, em 1992. Outros quatro presos morreram na Unidade Prisional de Puraquequara, também em Manaus. O motim teve como consequência a fuga de 184 presos. Desses, 63 já foram recapturados, segundo a Secretaria de Segurança Pública do Amazonas.
Participaram da reunião de hoje, no Palácio do Planalto, ministros de diversas pastas, como Justiça, Fazenda, Relações Exteriores, Defesa e Gabinete de Segurança Institucional.
