Eleições 2016: prefeitos apresentam realizações em busca de aprovação e votos

No próximo dia dois de outubro os prefeitos dos sete municípios que compõem a Região Metropolitana da Grande Vitória vão passar pelo maior teste de avaliação de gestão: as eleições municipais. Nela, vão saber se as administrações que comandam estão sendo bem avaliadas pela população. Em caso positivo, retornam para suas cadeiras para mais quatro anos de trabalho. Caso contrário, voltam para casa com o gosto amargo de não terem conseguido validar seus trabalhos: reprovados tanto como políticos quanto como gestores.

Para evitar a derrota devem apresentar à população as realizações desses quase quatro anos de mandato. Durante a propaganda eleitoral, que se inicia  no dia 16 de agosto, o trabalho realizado deverá ser enfatizado pelos candidatos à reeeleição.

Par auxiliar o eleitor-cidadão de cada município a verificar o que foi realizado e dar a ele a oportunidade de analisar criticamente a gestão, a GVNews solicitou às prefeituras de Vitória, Serra, Vila Velha, Cariacica, Viana, Fundão e Guarapari que respondessem a um questionário sobre quatro temas de interesse da população: saúde, educação, segurança e mobilidade urbana. O objetivo é revelar o que foi feito nessas áreas e quais as principais marcas de cada uma das administrações.

As questões apresentadas foram:

  6. Gostaríamos também de um resumo, dentro da visão da administração, do que mais importantes foi realizado nos últimos quatro anos, dentro ou fora dos quatro temas em comparação..

Infelizmente, as prefeituras de Viana, Fundão e Guarapari não responderam ao questionário, nem justificaram o ato. Talvez, entendam que o cidadão de seus municípios está tão satisfeito com o trabalho realizado que nem precisam ser informados do que é feito. Quem sabe tenham razão.

Abaixo estão as respostas enviadas pelas administrações. Elas não foram editadas. As respostas seguem como enviadas pelas assessorias. Cabe a você leitor-eleitor verificar se o que está aqui dito corresponde à realidade verificada em seu município e se o gestor atual merece o seu voto.

  1. Quantas escolas foram construídas?

Entregamos dois Centros Municipais de Educação Infantil (CMEI Ana Maria Chaves Colares e CMEI Silvanete da Silva Rosa Rocha) e duas Escolas Municipais de Educação Fundamental (EMEF Professora Eunice Pereira Silveira e EMEF Prezideu Amorim), além de reforma e/ou ampliação de um CMEI (CMEI Pe Giovanni Bartesaghi) e duas EMEFs (EMEF Álvaro de Castro Mattos e EMEF Octacílio Lomba, em Maruípe)

Ampliação e atendimento em tempo integral com a implantação de três escolas em tempo integral: EMEF Anacleta Schneider, no Centro; EMEF Moacyr Avidos, na Ilha do Príncipe; e EMEF Professora Eunice Pereira Silveira, em Tabuazeiro.

Fim do sorteio de vagas: Foi implantado o cadastro eletrônico unificado da Educação Infantil, ferramenta auditável e georreferenciada que identifica a real demanda da matrícula, por idade, em cada região, terminando com o sorteio de vagas.

Boletim Escolar online: Ampliou o acompanhamento do desempenho escolar do aluno, disponibilizando as notas e faltas do aluno pela internet. Além disso, contempla o calendário escolar e grade de horários do aluno. Vitória foi a primeira cidade do Estado a implantar o sistema. ­

  1. Quantas unidades de saúde?

Inauguração de quatro novas Unidades de Saúde, nos bairros Itararé, Fonte Grande, Alagoano e Quadro.  Implantação de três especialidades odontológicas na rede municipal: implantodontia, ortodontia e prótese.

Assistência farmacêutica básica: 98% de medicamentos prescritos atendidos pela Rede Municipal de Medicamentos.

Formação dos servidores em saúde com a realização de 76 cursos na área da saúde para os servidores municipais.

Aquisição de 12 novos veículos de Transporte Sanitário, sendo 05 ambulâncias, 05 vans e 02 vans adaptadas para cadeirantes.

Rede Bem Estar: Implantação do prontuário eletrônico do paciente, que inclui dados pessoais, informações da consulta, exames laboratoriais, exames de imagem e registros de visitas domiciliares. Esse projeto foi premiado no CONIP (Congresso de Informática e Inovação na Gestão Pública) de Excelência em Gestão Pública.

Avaliação por SMS: Implantação de sistema de notas dadas pelos usuários das unidades de saúde por mensagens SMS, para classificar o atendimento dos serviços prestados, o que contribuiu para a melhoria dos serviços.

Inauguração do Serviço de Referência em Direitos Sexuais e Reprodutivos: complementação da equipe de profissionais: ginecologista e urologista; aquisição de materiais e equipamentos; e adequações físicas do Centro Médico de Especialidades, em São Pedro.

Ampliação de 42 câmeras de videomonitoramento para 167 câmeras.

Implantação da Guarda 24 horas: Atuação da guarda municipal 24 horas, a partir da retomada do 3º Turno de Serviço (19h às 02h), ampliando o atendimento da Guarda nesse período de grande demanda;

Ampliação em 31,58% do número de efetivos da Guarda Municipal (Agentes Comunitários de Segurança e Agentes de Trânsito);

Implantação de quatro Postos Avançados da Guarda Municipal, distribuídos estrategicamente em quatro regiões da cidade (Bairros: Centro, lha das Caieiras, Jardim Camburi e Andorinhas);

Criação da Patrulha Social grupamento especializado no atendimento a usuários de drogas e pessoas em situação de rua, com abordagem social e encaminhamentos em parceria com as Secretarias de Assistência Social e de Saúde;

Redução do número de homicídios em 40% de 2013 a 2016.

Ensino e Formação Continuada da Guarda Civil Municipal de Vitória: Capacitação para Porte de Arma Semi­automática (Pistola) – 100hs; Curso de requalificação dos Agentes de Trânsito de acordo com a Matriz Curricular da SENASP;  Curso de Emprego de Equipamento Não­letal (Spray de Pimenta Espuma);  Curso de Motociclista Batedor;  Oficina de Formação para Atores e Manipuladores de Bonecos da GCM;  Estágio de Qualificação Profissional para Agentes Comunitários de Segurança;  Formação em pilotagem de Quadriciclos para a Guarda Municipal;  Curso de Motopatrulhamento;  Curso avançado de Inglês para atuação durante a Copa do Mundo;  Reestruturação do Projeto Guarda em Forma, com a retomada das atividades de natação e corrida;  Curso de Manuseio e utilização do Dispositivo de Condução de Energia – DCE Spark (armas de choque) – 21 turmas com 14h de curso por turma com 430 capacitados;

Parque de iluminação pública implementado e todas as regiões da cidade vêm ganhando nova iluminação, de lâmpadas LED, que iluminam mais e gastam menos energia, levando mais segurança para pedestres e motoristas, além de valorizar mais ainda os espaços da cidade

Implantação de 32,62 km de ciclovias; Implantação de 15,70 km de ciclofaixas; Implantação de 3,96 km de vias compartilhadas; Implantação de 1,42 km de ciclorrotas; Revitalização de 3 (três) ciclovias;

Instalação de 584 paraciclos;

Bike Vitória: Implantação de 20 estações de bicicletas compartilhadas, movidas a energia solar, com 10 bicicletas cada, totalizando 200 bicicletas disponíveis.

Segundo levantamento do Instituto Ethos e da ONG Transparência Brasil, Vitória é a capital mais transparente do País. A pedido da revista Exame, o Instituto Urban System pesquisou 700 cidades brasileiras para o ranking de Cidades Inteligentes e Conectadas e Vitória ficou em 1º lugar em Saúde, 1º lugar em Educação, 1º lugar geral entre as cidades com até 500 mil habitantes.

Macrodrenagem: Foi realizada a maior obra de drenagem urbana da história da capital ­ o sistema de macrodrenagem da Grande Maruípe. O empreendimento é uma recomendação do Plano Diretor de Drenagem Urbana (PDDU) de Vitória e beneficia 77 mil moradores em 17 bairros, na maior bacia de drenagem da capital, a Cândido Portinari, que compreende 20% do território da ilha. Foram realizadas 21 obras de contenção de encostas.

O Programa Onde anda você? (Programa multissetorial, com envolvimento das Secretarias de Assistência Social, Saúde, Educação, Habitação, Trabalho e Geração de Renda, Cidadania e Direitos Humanos, Segurança Urbana, entre outros): Em janeiro de 2013, o município contava com 732 pessoas em situação de rua na capital, atualmente esse número varia de 130 a 150 pessoas. Houve, portanto, redução de 80% do número de pessoas em situação de rua na capital. Inauguração da Escola da Vida, espaço de atendimento de pessoas que estiveram em situação de rua. A Escola da Vida é espaço de referência para identificar, desenvolver e fortalecer as habilidades empreendedoras das pessoas em situação de risco social com idade mínima de 14 anos. Este projeto foi premiado pela Rede Gazeta de Comunicações no prêmio “Capixabas do Ano”, nas categorias “Ação Social” e “Voto Popular”. Recebeu também o prêmio internacional MundoGeo#Connect 2016, pelo acompanhamento georreferenciado dos espaços da cidade que possuem pessoas em situação de rua.

Estruturação e preservação de quatro espaços culturais: Casarão Cerqueira Lima, Casa Porto das Artes Plásticas, Museu Capixaba do Negro – MUCANE e Escola Técnica de Teatro, Dança e Música – FAFI. A FAFI recebeu o título de Escola Técnica de Teatro, Dança e Música nesta gestão.

Habitação: Construção de 394 unidades habitacionais até 2016; Construção de 201 unidades habitacionais; Reforma de 2 residenciais, beneficiando 40 famílias (Pouso Real e Tabajara, no Centro); Intervenções em 517 unidades habitacionais no projeto Vitória de todas as cores; 474 famílias beneficiadas com o aluguel social; 188 famílias beneficiadas com carta de crédito; 410 escrituras entregues no projeto Terreno Legal.

Trânsito: Sinalização vertical, horizontal, semafórica e estacionamentos implantados e gerenciados;

Modernização do parque semafórico com temporizadores: Para os condutores, as cores dos sinais ficam mais nítidas a distâncias maiores e mesmo na contraluz. Para o município, a substituição de parte do parque semafórico já resultou em uma economia de quase 30% de energia elétrica e em manutenção por mês;

Modernização das sinalizações verticais (placas) e horizontais;

Implantação de Estacionamento Rotativo em seis bairros, contemplando 3.805 vagas na capital. Os parquímetros são movidos à energia solar e os pagamentos podem ser realizados por moedas, cartão do sistema e aplicativo pic pay;

Nova circulação implantada com o sistema binário em duas regiões da cidade (Jardim Camburi e São Pedro), com objetivo de organizar o fluxo de veículos;

Implantação de uma zona de velocidade segura (Zona 30), no Bairro de Lourdes.

  1. Quantas escolas foram construídas?

R: Nesta gestão foram inauguradas seis creches – Rio Marinho, Barra do Jucu, Jabaeté, Santos Dumont, Balneário Ponta da Fruta e Paul – e uma unidade municipal de ensino fundamental – Santos Dumont. Essas novas unidades e diversas reformas e ampliações na rede municipal de ensino resultaram na criação de aproximadamente 4 mil novas vagas desde 2013 até o momento.

Implantada quatro escolas de tempo integral no ano letivo de 2015, sendo 3 Umeis e 1 Umef – Rio Marinho, Barra do Jucu, Santos Dumont e Jabaeté.

  1. Quantas unidades de saúde?

R: Nesta gestão foi construída a Unidade de Saúde de Jardim Colorado e da Prainha. Fizemos uma reforma completa em todas as 17 Unidades de Saúde existentes no primeiro ano de mandato. Também aumentamos em 71% o número de consultas especializadas na rede municipal, comparando 2012 (35.092) a 2015 (60.022).

  1. Quantas câmeras de vídeo monitoramento foram instaladas?

R: Atualmente a cidade conta com 98 câmeras de videomonitoramento espalhadas por todas as regiões da cidade. Dentro dos próximos 60 dias serão instaladas 50 novas câmeras e, até o final do ano, mais 50, totalizando aproximadamente 200 câmeras.

  1. Qual o efetivo da GM e quantos novos guardas foram contratados?

R: A Guarda Municipal Armada de Vila Velha foi criada em agosto de 2014. Antes só haviam 113 Agentes de Trânsito na cidade. Hoje, o município já conta com um efetivo de 294 Guardas armados e treinados.

  1. Quantos quilômetros de ciclovia foram construídas?

R: Em relação à mobilidade, desde 2013 foram criadas as ciclovias da Avenida Jair de Andrade (Itapuã); da Avenida João Mendes (Santa Mônica); e a interligação entre as ciclovias da orla de Itapuã e Itaparica. Foram revitalizados os 8 KM de ciclovia da orla e foram retirados 17 postes da ciclovia da Avenida Champagnat. Vila Velha detêm o maior anel cicloviário do Estado, com 46,7 KM de ciclovias. Também foi construída a praça dos Ciclistas, no final da orla de Itaparica. Há projeto para revitalizar todo os trechos e interliga-los.

R: Em relação à macrodrenagem, foi construída a Estação de Bombeamento de Guaranhuns; realizada a macrodrenagem canal do congo; drenagem em mais de 23 km de canais; troca e manutenção de 3 mil metros de galerias; e instalação de 800 metros de galerias e 500 metros de manilhas em diversas ruas. Derrocagem de 2 mil toneladas de pedras às margens do Canal da Costa; alargamento da foz de 5 para 30 metros e o aprofundamento de 80cm para 4 metros.

O novo Plano Diretor Municipal está em fase final de elaboração e já foram realizados fóruns regionais e audiência pública com as comunidades de todas as cinco regiões da cidade.

Estamos trabalhando uma Parceria Público Privada (PPP) com a Cesan e o Governo do Estado a fim de executar o Plano Municipal de Saneamento, que conta com ações de curto, médio e longo prazo para se atingir 100% de rede de esgoto.

  1. Quantas escolas foram construídas?

Foram 12 unidades de ensino entregues. EMEFs: Abrahão Gomes de Araújo (Barcelona), Aldary Nunes (Serra Sede),Antônio Vieira de Rezende (Central Carapina). CMEIs: Colina de Laranjeiras, Costa Bela, Lagoa de Jacaraípe, Morada de Laranjeiras, Nova Carapina II, Parque das Gaivotas, Residencial Centro da Serra, São Diogo, Vista do Mestre.

Temos outras seis em construção. São elas: CMEI Jardim Carapina; CMEI Cidade Continental – Setor Ásia; CMEI Novo Porto Canoa; CMEI Central Carapina; CMEI José de Anchieta II; e EMEF de Divinópolis. Será licitada ainda a construção de uma nova escola em tempo integral na região de Jacaraípe.

  1. Quantas unidades de saúde?

Foram seis novas unidades de saúde, que ficam nos bairros São Marcos, Carapina Grande, Nova Carapina II, Vista da Serra, Manoel Plaza e Jardim Tropical. Além de 34 unidades de saúde reformadas e/ou ampliadas. Também foi inaugurado um Centro de Especialidades Odontológicas (CEO), em anexo à Unidade Regional de Boa Vista.

Estão sendo construídos um Hospital Materno Infantil, que irá oferecer 120 leitos; mais uma Unidade de Pronto Atendimento 24 horas, em Portal de Jacaraípe, com capacidade de atendimento de 10 mil pessoas por mês.

Desde o início da administração, a Serra recebeu mais 100 câmeras, chegando a 159. A central de videomonitoramento também foi ampliada, para atender ao acréscimo no número de câmeras.

Foi realizado um concurso com 170 vagas para Guarda Municipal, que estarão nas ruas após o curso de formação, previsto para começar em julho.

  1. Quantos quilômetros de ciclovia foram construídas?

O município da Serra ganhou cerca de 10 quilômetros de ciclovias. Entre as ciclovias que foram inauguradas, estão as localizadas na Rua Carolina, que liga a Av. Norte Sul até a BR-101, no bairro Colina de Laranjeiras. E a ciclovia localizada no Bairro de Fátima.  No Bairro Cidade Continental Setor Ásia está em andamento obras de construção do calçadão, intervenções de pavimentação, urbanização e iluminação nas Avenidas Lenine e Mekong.

Na Avenida Audifax Barcelos Neves está em andamento a construção de mais de três quilômetros de ciclovia, que somados aos sete quilômetros já existentes contempla toda via, ligando Serra-Sede às principais praias da cidade.

– Destaque para construção e entrega de casas populares a pessoas que moravam em área de risco. Foram 608 casas entregues em Ourimar I e II e 179 em Bicanga. O município oferece ainda aluguel social.

– Na região de Jardim Carapina e Boa Vista, foi entregue recentemente o primeiro equipamento público destinado a jovens e idosos – Centro de Referência e Assistência Social e Centro de Atendimento Integrado (Cras-Cai), com 2.282 metros quadrados para oferta de serviços sociais e atrações culturais. São serviços de qualificação, orientação ao exercício e alimentação saudável, sala de leitura, auditório multiuso, sala de informática, grafite, dança afro, artesanato e outras iniciativas de cidadania.

– Uma das intervenções mais significativas desta gestão é a obra de alargamento, dragagem, urbanização e ampliação do Rio Jacaraípe, com contenção das margens para evitar erosão. A obra vai beneficiar cerca de 40 mil moradores de 16 bairros, evitando risco de alagamentos, recuperando o rio e reurbanizando o entorno.

– Nova Guarda Civil Municipal: criada por lei municipal, a guarda teve o concurso para a seleção de 170 agentes realizado, sendo que neste mês de julho será feita a capacitação da primeira turma, com 50 pessoas, que passarão a atuar nas ruas a partir de setembro. Eles serão equipados com novas oito viaturas, 10 motos, 20 bicicletas, pistolas calibre 380 e coletes.

– Reforma da Praça Encontro das Águas, em Jacaraípe, numa área de 22 mil metros quadrados. Na primeira etapa das obras foram entregues novo paisagismo, pergolados (estruturas de madeira vazada), mesas, bancos, quadra poliesportiva e playground, além de construção de deck de contenção do mar. Foi refeito todo o sistema de drenagem de água pluvial e instalada nova iluminação. Mais 10 praças serão entregues este ano.

– Realização das obras dos novos Hospital Materno Infantil, em Laranjeiras, que vai oferecer 120 leitos; e da Unidade de Pronto-Atendimento de Portal de Jacaraípe, na região de Feu Rosa e Vila Nova de Colares, com capacidade de atendimento de cerca de 10 mil pessoas por mês.

– Entrega de seis novas unidades de saúde, em São Marcos, Carapina Grande, Nova Carapina II, Manoel Plaza, Jardim Tropical e Vista da Serra.

– Entrega, em 2015, do Centro de Especialidades Odontológicas (CEO), em Boa Vista, que realizou já no ano de inauguração 110 mil consultas na atenção básica, 15 mil consultas especializadas e cerca de 500 procedimentos gerais.

– Construção de 18 unidades de ensino, entre Centros Municipais de Educação Infantil e Escolas Municipais de Ensino Médio.

– Iluminação: Foram concluídas as obras de iluminação na Rodovia do Contorno, no trecho de 11 quilômetros. Luminárias de vapor metálico com luz branca foram utilizadas, com fiação subterrânea. Todos os bairros da Serra também estão recebendo melhoria na iluminação, são cerca de 60 mil luminárias, entre substituição e novas instalações, em mais de 100 bairros, incluindo vias, campos e praças.

– Reforma e iluminação do Parque da Cidade, em Laranjeiras, e Jardim Botânico, na Serra-Sede.

– Construção de cerca de 10 quilômetros de novas ciclovias

– Obras de ligação dos bairros Eldorado e Nova Carapina, com construção de infraestrutura, pavimentação e sinalização, dando mais mobilidade e segurança a quem trafega no local.

resposta – 100 câmeras de vídeo foram instaladas. A Prefeitura construiu uma nova central de videomonitoramento, que tem capacidade para gerenciar até 200 câmeras

resposta – Cariacica não possui guarda Municipal. Atualmente o município tem 11 agentes de trânsito.

  1. Quantos quilômetros de ciclovia foram construídas?

resposta – O município não recebeu novas ciclovias, porém trabalha com projetos para melhorias em relação à mobilidade. Um dos projetos é a renovação da Avenida Vale do Rio Doce, em Porto de Santana. Segundo o assessor da Secretaria de Infraestrutura, Edison Lyrio, a orla será contemplada com nova pavimentação, paisagismo e melhorias na ciclovia. Esse projeto já está cadastrado no Siconv (Sistema de Gestão de Convênios e Contratos de Repasse do Governo Federal) para captação de recursos junto ao Ministério de Turismo. Outra iniciativa é a construção do Plano de Mobilidade Urbana. A Secretaria de Desenvolvimento da Cidade e Meio Ambiente de Cariacica (Semdec) elaborou o termo de referência para a contratação da empresa que fará a elaboração do plano. A Secretaria de Infraestrutura também já elaborou o projeto para a implantação da ciclovia na Av. Osvaldo Azevedo, em Vila Merlo, e trabalha na captação de recursos para realização da obra. Atualmente, há 12 km de ciclovias instaladas no município. Elas estão nas seguintes vias: avenida Alice Coutinho (3km), Rodovia Leste-Oeste (6 km) e Av. Vale do Rio Doce (3 km).

Resposta – O desafio de enfrentar uma crise econômica é enorme para qualquer município, principalmente quando se trata de uma cidade de quase 400 mil habitantes e com a menor renda per capita do Espírito Santo.
