Destino de rejeitos da tragédia de Mariana será decidido em 45 dias

O plano de manejo dos rejeitos de mineração espalhados após a tragédia de Mariana (MG) deverá ser entregue em 45 dias à Secretaria de Meio Ambiente e Desenvolvimento Sustentável (Semad) de Minas Gerais. Pesquisadores, empresas de consultoria e representantes de órgãos ambientais participaram de um seminário que deu início às discussões. O evento foi organizado pela Fundação Renova, criada pela mineradora Samarco para gerir as ações de reparação dos danos causados pelo episódio. Novos encontros ocorrerão nas próximas semanas.

A Secretaria de Meio Ambiente precisará apontar o que será feito com toda a lama dispersa. Não haverá uma única solução e nem todo o rejeito será retirado. Medidas diferentes deverão ser adotadas, levando em conta que a região afetada é composta por áreas com características distintas.

A tragédia de Mariana ocorreu em 5 de novembro de 2015, quando o rompimento da Barragem de Fundão, pertencente à Samarco, levou devastação à vegetação nativa e poluição à bacia do Rio Doce. Dezenove pessoas morreram e comunidades foram destruídas, entre elas os distritos de Bento Rodrigues e Paracatu. O episódio é considerado a maior tragédia ambiental do país.

Um acordo assinado entre a Samarco, suas acionistas Vale e BHP Billiton, o governo federal e os governos de Minas Gerais e do Espírito Santo estabeleceu que toda a área que sofreu impacto deverá ser recuperada pelas empresas. Entre as obrigações definidas está o manejo dos rejeitos. Embora esse acordo tenha sido contestado pelo Ministério Público Federal (MPF) e ainda não tenha validade judicial, as partes signatárias estão cumprindo o combinado.

Segundo a Fundação Renova, 39 milhões de metros cúbicos de rejeitos escaparam dos limites do complexo minerário da Samarco. Desses, 20 milhões estão depositados no trecho que vai até a Usina de Candonga, em Santa Cruz do Escalvado (MG). Em um desdobramento do acordo, a Fundação Renova protocolou nos órgãos ambientais um ofício assumindo o compromisso de retirar 11 milhões de metros cúbicos de lama.

No município de Barra Longa, foram recolhidos 170 mil metros cúbicos. Além disso, está em curso uma dragagem na Usina de Candonga. Cerca de 500 mil metros cúbicos já foram retirados e a meta é chegar a 10 milhões. Nos próximos meses também terão início os trabalhos na região de Bento Rodrigues. O objetivo será tirar do local aproximadamente 1 milhão de metros cúbicos. Não há previsão para a conclusão de todo o trabalho, que deverá levar alguns anos.

Uma vez que já existe compromisso em relação à retirada de 11 milhões de metros cúbicos de rejeito, o plano de manejo que será elaborado nos próximos 45 dias deverá indicar o que fazer com mais 9 milhões que estão depositados entre a Barragem de Fundão e a Usina de Candonga, assim como o restante que escoou pelo Rio Doce até o litoral do Espírito Santo.

Thiago Marchese, gerente de Programas Socioambientais da Fundação Renova, destacou a importância de convidar pessoas de notório saber, com múltiplas visões, para contribuir na elaboração do plano. “A divergência realmente está acontecendo e é muito saudável. Se não fosse para buscar opiniões diversas, não faria sentido o seminário. Precisamos exaurir todas as possibilidades e discutir todos os pontos de vista”.

Para Zuleika Torquetti, superintendente de Gestão Ambiental da Semad, o seminário é também uma forma de ouvir a sociedade, ali representada pela comunidade científica, especialistas e consultores. Ela também vê benefícios para o processo de tramitação do plano de manejo. “Muitas vezes, os órgãos ambientais recebem documentos e estudos para analisar que chegam com informações insatisfatórias. Isso gera retrabalho tanto para quem apresentou, quanto para os analistas que acabam tendo que fazer reavaliações. Essa oportunidade de discussão prévia já reduz a possibilidade de lacunas no documento que será apresentado”, afirma.

Zuleika destaca que a participação da Semad no processo não a exime de fazer uma análise detalhada do plano que será apresentado em 45 dias. “Os órgãos ambientais seguem diretrizes. A análise do documento final levará em conta as determinações legais e algumas exigências adicionais poderão ser feitas”.

Peculiaridades

O principal desafio na elaboração do plano é levar em conta as peculiaridades das diferentes áreas atingidas. Neste sentido, parece consenso entre os especialistas que o rejeito não deve ser retirado integralmente. Parte dele seria manejada de outra forma.

O pesquisador Luiz Eduardo Dias, engenheiro agrônomo da Universidade Federal de Viçosa (UFV), acredita que mobilizar especialistas de diferentes áreas é o caminho certo e que é possível chegar a um plano que sirva até como modelo internacional para recuperação ambiental. “Estamos lidando com uma situação nova, então é preciso tomar um cuidado grande, porque entre a Barragem de Fundão e a Usina de Candonga há enorme diversidade geomorfológica, espacial e ambiental. Não se pode tomar medidas comuns para áreas com características distintas”, afirma.

Segundo o engenheiro agrônomo, a decisão de retirar ou não o rejeito deve levar em conta alguns fatores. “Que tipo de solo existia embaixo do local onde ocorreu a deposição? Qual a espessura do rejeito que está por cima do solo original? São questões a serem observadas. Em função do tipo de uso do solo, muitas vezes não há necessidade dessa retirada”. Ele acrescenta que não há nenhum impedimento químico para manter o rejeito no local, uma vez que ele é um material inerte, isto é, não interage como o meio ambiente e tem baixa toxicidade.

Luiz Eduardo Dias destaca ainda que, em alguns lugares, é preferível estabilizar a lama e deixar que ela vá recebendo matéria orgânica e se transformando em um novo solo ao longo dos anos. A plantação de gramíneas e leguminosas, que já foi feita em determinadas áreas deu início a esse processo. Ele também faz referências às peculiaridades das terras de pequenos agricultores.

“O plano precisa ainda compatibilizar o que, utopicamente, seria melhor do ponto de vista técnico e ambiental com as questões sociais. Em outras palavras, estar atento ao que quer a população afetada. Por exemplo, os pequenos agricultores que tiveram suas terras atingidas têm quais opções socioeconômicas para voltar a produzir renda?”

Agricultura

O impacto da retirada de rejeitos em áreas agricultáveis é uma das maiores preocupações do especialista em solos Carlos Ernesto Schaefer, pesquisador de pedologia e morfologia da UFV. Ele defende o uso do bom senso para encontrar soluções mais simples, economicamente mais exequíveis e com resultados práticos mais rápidos que atendam, sobretudo, os interesses de populações que foram afetadas, como os agricultores e ribeirinhos.

“A remoção do rejeito nas áreas agricultáveis próximas aos rios gera problemas que multiplicam o impacto ambiental. Quando passou o tsunami de lama, a planície fluvial foi decapitada, isto é, ela perdeu um volume enorme de material. E no lugar desse material, o rejeito ficou depositado. Quando observamos as margens dos rios, vemos inclusive que esse rejeito não é puro. É uma mistura com o solo que já existia no local. Portanto, ali não há mais o material antigo e se você tirar o rejeito, o que vai sobrar será algo praticamente ao nível do rio. No primeiro verão chuvoso em que o nível do rio oscilar, ele irá inundar todas essas áreas. É possível imaginar problemas até de saúde, porque vão se formar lagoas que poderão facilitar a proliferação de mosquitos”.

Outra questão levantada pelo pesquisador diz respeito ao destino da lama. “Vamos colocar todo esse rejeito onde? No topo de morros? Vai gerar um passivo ambiental enorme, em uma área que não foi impactada. Para quê? Não entendo que a obrigação da Samarco seja retirar todo o rejeito. A obrigação dela é fazer com que todas as áreas sejam restituídas na sua integridade ambiental, humana e socioeconômica. Se conseguirmos isso sem soluções megalomaníacas, melhor”.

A proposta apresentada por Carlos Ernesto Schaefer é cobrir o rejeito com o solo do próprio entorno, possibilitando que o agricultor tenha de imediato a chance de voltar a produzir nessas áreas adjacentes ao Rio Carmo, ao Rio Gualaxo e ao Rio Doce. Essas áreas, segundo ele, são geralmente as melhores que os proprietários têm disponíveis em suas terras.

“O problema do rejeito não é químico. Ele é inerte. O problema dele é físico. Portanto, só precisamos deixá-lo lá embaixo isolado da raiz das plantas. Os agricultores precisa voltar a ter suas casas, pomares, suas roças de subsistência, o pasto para as vacas, a horta, as plantações. E essa técnica de recobrimento do solo já está acontecendo com sucesso em algumas áreas, por iniciativa de alguns poucos proprietários”, acrescenta o pesquisador.

Carlos Ernesto Schaefer lembra que suas considerações valem para áreas rurais. Em áreas urbanas e adjacentes às cidades e às vilas, a remoção do rejeito deve ocorrer resgatando as características mais próximas do original, uma vez que as pessoas nesses locais não dependem desse solo para sua subsistência.
