Conselho de Segurança da ONU aprova fim da missão brasileira no Haiti

O Conselho de Segurança das Nações Unidas aprovou, por unanimidade, o encerramento da Missão de Estabilização no Haiti (Minustah), chefiada pelo Brasil há 13 anos. Segundo a decisão do conselho, a retirada das tropas ocorrerá de forma gradual, a partir de 15 de outubro.

A Minustah será substituída por uma “operação sucessora”, chamada de Missão das Nações Unidas para o Apoio à Justiça no Haiti. Além de fazer o monitoramento, elaborar relatórios e analisar situações relacionadas aos direitos humanos, a nova missão também auxiliará o governo haitiano no reforço das instituições do Estado de Direito.

De acordo com a Agência ONU, a nova missão será composta por até sete unidades policiais, com 980 militares, e 295 oficiais de polícia individuais por um período inicial de seis meses, a partir do dia 16 de outubro. A atual tem pouco mais de 1.000 políciais individuais e 11 unidades policiais.

A nova missão também atuará na proteção dos civis sob ameaça iminente de violência física, dentro das suas capacidades e áreas de implantação, conforme necessário.

Eleição presidencial

No início da semana passada, a chefe da missão atual, Sandra Honoré, disse que o Haiti fez progressos significativos na consolidação da democracia e na manutenção da segurança e da estabilidade com a eleição do presidente Jovenel Moïse, em 7 de fevereiro.

Para, Honoré a eleição marcou o “restabelecimento da ordem constitucional” no país caribenho. Ao Conselho de Segurança da ONU, Sandra Honoré disse que é a hora de “reformular a parceria entre a comunidade internacional, as Nações Unidas e o Haiti, a fim de monitorar preocupações como as questões de direitos humanos e assegurar que os progressos alcançados desde o estabelecimento de 2004 da Minustah sejam duradouros”.

Participação brasileira

Ao longo dos 13 anos no Haiti, o Brasil foi a nação que mais enviou tropas para a Missão de Estabilização, segundo a ONU. De 2004 a fevereiro de 2010, o país manteve um contingente de 1.200 militares, com rotação semestral. E, desde 2004, o comando militar de todas as tropas que compõem a Minustah, provenientes de 19 países, é exercido por generais brasileiros.

Após o terremoto, que atingiu o Haiti  em janeiro de 2010, o Brasil passou a manter um contingente maior no país, formado por cerca de 2.200 soldados e oficiais. Desde o início da participação brasileira até hoje, mais de 13 mil militares brasileiros serviram no Haiti.  Em agosto de 2016, havia 1.303 brasileiros na missão.
