Na primeira reunião do Conselho de Desenvolvimento Econômico e Social (Conselhão) do governo do presidente Michel Temer, nesta segunda (21), no Palácio do Planalto, os conselheiros defenderam medidas para a retomada da economia e do crescimento do país.
O empresário do setor de comunicação Nizan Guanaes sugeriu ao presidente Temer que o governo tome as medidas necessárias, mesmo que “impopulares” e “amargas”, e use a publicidade para fazer com que a população entenda a necessidade das mudanças.
“Aproveite já que o governo ainda não tem índices de popularidade alta e faça coisas impopulares que serão necessárias e que vão desenhar esse governo para os próximos anos. Tome medidas amargas, esse é o grande desafio das democracias”, disse Guanaes.
Ele defendeu ainda uma reforma trabalhista com leis mais competitivas. “Precisamos de reformas para o país e nós, empresários, precisamos de leis competitivas para nossas empresas. Não temos como competir [no mercado] com essa carga fiscal e essas leis [trabalhistas] defasadas.”
A reunião teve a presença do presidente Michel Temer e dos ministros da Casa Civil, Eliseu Padilha, e da Fazenda, Henrique Meirelles, que fez uma apresentação com dados sobre as contas públicas do país.
Desburocratização
O ex-governador do Rio Grande do Sul e membro do Conselho Político e Social da Associação Comercial de São Paulo, Germano Rigotto, falou em “desafios imensos” para o governo de Temer e defendeu que esse seja o governo das reformas. Ele citou a reforma da Previdência e a tributária. “Sabemos que os desafios serão imensos nos próximos meses. A tarefa será ser, sim, o governo das reformas, e reforma que passa não apenas pela Previdência, pela reforma fiscal e processo de desburocratização.”
A presidente da rede de lojas Magazine Luiza, Luiza Helena Trajano, pediu ao presidente e aos ministros medidas que reduzam a burocracia para simplificar a atividade empresarial e reduzir custos. “Queria colocar um foco muito grande em simplificar o Brasil. Tem empresas que têm 10% de custo. Só através da sociedade é que vamos conseguir fazer essas mudanças.”
O presidente da Central dos Sindicatos Brasileiros (CSB), Antônio Neto, receia uma reforma da Previdência feita de forma “açodada”. Ele propõe que a reforma ocorra depois de muita discussão e de forma tranquila. “Estamos à disposição para discuti-la. Acreditamos que tem algumas coisas mais rápidas e muito difíceis que precisam ser feitas como o novo pacto federativo. A reforma tributária, [há] quase 20 anos [está] se tentando e não se consegue fazer”, disse.
O empresário Abílio Diniz defendeu a Proposta de Emenda à Constituição (PEC) dos Gastos Públicos enviada ao Congresso Nacional pelo Executivo. “A PEC dos Gastos é fundamental para o país. Há muita liquidez no mundo, e os investidores querem investir no Brasil”. Ele também sugeriu a unificação do Imposto sobre Circulação de Mercadorias e Serviços (ICMS) para acabar com a “guerra fiscal”. “Temos de nos comprometer com o senhor, os ministros e o país. A sociedade civil vai ajudar”, disse Diniz, dirigindo-se ao presidente Michel Temer.
Ao chegar ao Palácio do Planalto para a reunião, o técnico da seleção masculina de vôlei, Bernardinho, que passou a integrar o Conselhão, disse que veio entender de que forma a interdiciplinaridade do esporte pode contribuir para melhorar o país, em especial nas áreas de educação e saúde e, em longo prazo, na segurança. “O desenvolvimento econômico e social tem a ver com o esporte, até pela fidelização que o esporte promove para essas áreas, uma vez que desperta o interesse das pessoas, possibilitando uma transformação de valores. Educar é transformar valores, e o esporte faz com que isso aconteça.”
O Conselhão voltou a se reunir hoje com renovação de 67% dos membros. O ministro-chefe da Casa Civil, Eliseu Padilha, disse que a nova formação do colegiado busca dar espaço a todos os segmentos da sociedade. A reunião foi a primeira do governo Michel Temer e teve como tema a retomada do crescimento econômico.
