A Cesan publicou nesta sexta-feira (19), o primeiro edital de obras do Programa de Gestão Integrada das Águas e Paisagens, que constitui o maior conjunto de ações do governo na área ambiental da história e tem como objetivo geral a gestão dos recursos hídricos para o uso coordenado da água, do solo e recursos relacionados para o desenvolvimento sustentável do Estado. O investimento total estimado é de US$ 323 milhões para cinco anos, cerca de R$ 1,2 bilhão.
Segundo o presidente da Cesan, Pablo Andreão, esse é um momento simbólico, dado o peso ambiental da Região do Caparaó. “É um programa inédito que integra ações para preservação ambiental para o futuro. O programa não se restringe só ao saneamento, ele abrange o conceito de integração, com iniciativas de saneamento rural, reflorestamento, recuperação de bacia, proteção de nascentes. Nossa meta é tratar do meio ambiente para que haja maior produção de água. Nós vamos plantar água”, enfatizou.
O edital é para a contratação de obras do sistema de esgotamento sanitário na Região do Caparaó, nos municípios de Iúna, Ibatiba, Dores do Rio Preto e Irupi. Ao todo, as obras vão gerar aproximadamente 680 empregos diretos e indiretos nessas cidades.
“A Região do Caparaó tem um manancial importantíssimo que é a bacia do Rio Itapemirim. As cidades dessa região não tinham esgotamento sanitário pleno e por isso estão sendo priorizadas, praticamente estamos levando um serviço novo para aquela região”, disse Pablo Andreão, presidente da Cesan.
Nas primeiras obras serão investidos R$ 53.345.164,25, beneficiando uma população de 34.187 pessoas. Serão construídas 14 bombas elevatórias, quatro estações de tratamento de esgoto e 58 quilômetros de rede de coleta. Atualmente, o índice de coleta e tratamento de esgoto na Região do Caparaó é próximo a zero e a expectativa é chegar a 100% de atendimento.
Uma inovação nesses projetos é que as ligações intradomiciliares, que unem a rede interna das residências à rede coletora implantada na rua, já serão feitas no decorrer da obra.
Serão 8.405 ligações nos quatro municípios. Assim, ao término da implantação, sete milhões de litros de esgoto por dia deixarão de poluir os rios nessas localidades.

- 1 estação de tratamento de esgoto
- Capacidade de tratamento da ETE: 36 l/s
- Investimento R$ 20.354.751,65
Programa de Gestão Integrada das Águas e da Paisagem
O Programa de Gestão Integrada das Águas e da Paisagem abrangem ações nas áreas de Recursos Hídricos e Gestão de Desastres; Eficiência dos Serviços e Ampliação da Cobertura de Esgotamento Sanitário e Gestão de Mananciais e da Cobertura Florestal.
O detalhamento de ações ambientais abrange a Elaboração do Plano Estadual de Recursos Hídricos; Elaboração de Planos de Bacia Hidrográfica; Estruturação da Rede de Monitoramento Hidrológico; Gestão da Linha de Costa; Cadastramento de Poços de Água Subterrânea; e Gestão de Riscos de Desastres e a ampliação do acesso aos serviços de esgotamento sanitário.
O programa será realizado em áreas estratégicas, urbanas e rurais, para o acesso igualitário e qualitativo dos recursos hídricos. Há investimentos programados para:
- Proteção e recuperação dos mananciais por meio de ações de fortalecimento da gestão hídrica;
- Recuperação da cobertura florestal com a promoção de práticas sustentáveis de manejo da terra;
- Ampliação da cobertura dos serviços de esgotamento sanitário;
- Melhoria da eficiência do abastecimento de água;
- Elaboração de plano diretor metropolitano de manejo de águas urbanas;
- Gestão integrada de risco de desastres, incluindo a melhoria da capacidade de resposta do Estado aos eventos extremos da natureza.
O programa é de abrangência estadual nos aspectos de planejamento e gestão dos recursos hídricos e também de gestão de risco, com ações específicas para as seguintes áreas de atuação:
- Na gestão de águas urbanas, na região Metropolitana da Grande Vitória;
- Na gestão de mananciais e recuperação da cobertura florestal, nas bacias dos rios Santa Maria da Vitória e Jucu e Região do Caparaó e Adjacências;
- No saneamento ambiental em Vila Velha, Cariacica, Santa Leopoldina, Santa Maria de Jetibá e Marechal Floriano, das bacias do dos rios Santa Maria da Vitória e Jucu, além de municípios da Região do Caparaó, especificamente, Dores do Rio Preto, Divino São Lourenço, Irupi, Iúna, Ibatiba e Conceição do Castelo.
