Trump anuncia saída dos Estados Unidos do Acordo de Paris

O presidente dos Estados Unidos, Donald Trump, acaba de anunciar a decisão de retirar o país do Acordo de Paris, que define os compromissos globais na luta contra os efeitos das mudanças climáticas. O anúncio foi transmitido ao vivo pela TV e por outros meios de comunicação.

Os termos e as condições da retirada deverão ser conhecidos progressivamente. Concretamente, o anúncio do presidente americano vai de encontro à decisão de líderes mundiais expressa recentemente na reunião de cúpula do G7 (grupo dos sete países mais industrializados do mundo) no sentido de apoiar o acordo climático.

Três dias depois do término da reunião, Donald Trump e a chanceler da Alemanha, Angela Merkel, trocaram críticas que refletiram a falta de entendimento sobre a manutenção do Acordo de Paris. A única voz dissonante quanto à necessidade de endossar os esforços ambientais foi justamente a dos Estados Unidos, que hoje oficializaram a posição de se retirar formalmente do tratado global.

Firmado em 2015, após mais de 10 anos de negociações infrutíferas para mitigar o efeito da atividade econômica no clima, o tratado foi assinado por 195 países e ratificado por 147, responsáveis por 80% das emissões –165 metas de redução já foram submetidas. Apenas Síria e Nicarágua ficaram fora.

Segundo maior emissor de gases depois da China, os Estados Unidos respondem por 18% do carbono lançado na atmosfera terrestre, ou 6,5 milhões de toneladas por ano. A saída americana torna ainda mais difíceis as metas do acordo, de reduzir o carbono na atmosfera de 69 biilhões de toneladas para 56 bilhões, e negociar novos objetivos para manter, até 2100, o aquecimento global no nível tolerável, inferior a 2 graus Celsius (ºC).

A saída norte-americana poderá levar outros países a rever sua participação no acordo. Pelas metas submetidas, já é incerto que o nível tolerável seja atingido. Reduzirão as emissões do nível atual, que aqueceria o planeta 4,2ºC, para apenas 3,3 ºC, segundo análise do Climate Interactive. Sem os Estados Unidos, esse patamar poderá facilmente subir para acima de 3,5 ºC, ou mesmo 3,8 ºC.

De acordo com previsão de cientistas, as consequências para o clima da Terra poderão ser catastróficas, com o derretimento de geleiras, elevação do nível do mar e maior intensidade de eventos extremos como tempestades, enchentes, secas e furacões.

Cenários

Estudo publicado na revista Nature estima, neste cenário, queda de 23% na renda média global até 2100, com aumento de desigualdade, graças sobretudo ao impacto na atividade agrícola e na produtividade. O Banco Mundial previu que, até 2030, mais de 100 milhões de pessoas podem voltar à pobreza se nada for feito para mitigar as mudanças climáticas.

Nos Estados Unidos, fração considerável da opinião pública e do Partido Republicano, pelo qual Trump foi eleito, rejeita o consenso científico sobre esse impacto e tem dúvidas sobre o efeito da atividade humana no clima do planeta, além de rejeitar argumentos econômicos favoráveis à adoção de formas limpas de geração de energia.
