FAO vê alta da fome na América Latina e no Caribe; 42,5 milhões estão subnutridos

O número de pessoas que sofrem com a fome na América Latina e no Caribe aumentou em 2,4 milhões de 2015 a 2016, alcançando um total de 42,5 milhões, segundo o relatório “Estado da Segurança Alimentar e Nutricional no Mundo 2017“.

“A fome está aumentando na América Latina e no Caribe pela primeira vez na última década. Isso é inaceitável e todos os latino-americanos e caribenhos deveriam se sentir pessoalmente afetados por esse retrocesso”, disse o representante regional da Organização das Nações Unidas para a Alimentação e a Agricultura (FAO), Julio Berdegué.

O documento afirmou que, embora os níveis da fome permaneçam baixos na América Latina e no Caribe em comparação com o resto do mundo em desenvolvimento, há sinais claros de que a situação está se deteriorando.

Em 2013, a fome afetava 39,1 milhões de latino-americanos e caribenhos (6,3% da população regional). Em 2015, esse número subiu para 40,1 milhões (6,3%) e, em 2016, alcançou 42,5 milhões, ou 6,6% da população regional. Na América do Sul, a fome passou de 5% em 2015 para 5,6% em 2016, o que representa a maior parte do aumento da fome na região.

Houve uma piora das condições de segurança alimentar nos países latino-americanos em que a desaceleração econômica minou as receitas fiscais e com divisas, segundo o relatório. Isso afetou tanto a disponibilidade de alimentos, devido à redução da capacidade de importação, como o acesso a eles, devido a uma margem fiscal mais limitada para proteger os lares contra a alta dos preços dos alimentos.

No mundo, a prevalência da subnutrição aumentou 11% em 2016. Isso significa que 815 milhões de pessoas sofrem com a fome mundialmente. O aumento foi registrado na maior parte das regiões do mundo, mas os maiores retrocessos se deram em partes da África e da Ásia.

Ainda que a fome não tenha aumentando no Caribe, a sub-região segue tendo a maior prevalência de fome na região: 17,7%.

“Nos últimos anos, a América Latina e o Caribe foi um líder mundial na redução da fome. Agora, segundo os dados, estamos seguindo a preocupante tendência mundial”, ressaltou Berdegué.

O relatório deste ano é uma publicação conjunta da FAO, do Fundo das Nações Unidas para a Infância (UNICEF), da Organização Mundial da Saúde (OMS), do Fundo Internacional de Desenvolvimento Agrícola (FIDA) e do Programa Mundial de Alimentos (PMA).

Desaceleração econômica

Segundo o representante regional da FAO, a desaceleração econômica da região, resultado da queda dos preços das commodities e do encolhimento econômico global, tem afetado a segurança alimentar na América Latina e no Caribe.

“A contração econômica afeta o emprego e a renda das pessoas. Além disso, afeta as receitas fiscais, com os consequentes ajustes que reduzem a capacidade dos governos de manter sistemas de proteção às famílias em situação de pobreza e vulnerabilidade”, explicou Berdegué.

“O aumento do preço dos alimentos também é um fator que pode influenciar as tendências observadas”, sinalizou.

O estudo destaca, ainda, que a existência de conflitos prolongados é uma das principais causas da fome. Mundialmente, 19 países enfrentam longas crises e mais da metade das pessoas que passam fome — 489 milhões — vivem em países afetados por conflitos.

Níveis de desnutrição infantil crônica melhoram

Uma boa notícia é que, entre 2005 e 2016, a maior parte das regiões do mundo reduziu a desnutrição crônica infantil. Os melhores progressos foram registrados na Ásia e também na América Latina e no Caribe.

Regionalmente, a desnutrição crônica infantil caiu de 15,7% em 2005 para 11%, em 2016. O progresso foi observado em todas as sub-regiões durante o mesmo período: na América Central, baixou de 21,9% para 15,4%; na América do Sul, de 13,5% para 9,5%; no Caribe, de 8,6% para 5,3%.

“Esse é um ótimo sinal em meio ao panorama geral negativo. É muito provável que algumas políticas públicas dirigidas para a infância expliquem esse bom resultado. Refiro-me, por exemplo, aos programas de alimentação escolar e a expansão, em muitos países, da cobertura dos sistemas de atenção à meninas e meninos menores de idade”, disse Berdegué.

É importante destacar que as taxas de desnutrição infantil aguda continuam sendo excessivamente altas em algumas regiões do mundo, ainda que se mantem baixas na América Latina e no Caribe, onde somente 1,3% das meninas e meninos menores de 5 anos sofreram com a desnutrição aguda em 2016.

Obesidade

De acordo com o relatório, a prevalência global da obesidade mais do que duplicou entre 1980 e 2014. Em 2014, mais de 600 milhões de pessoas eram obesas, aproximadamente, 13% da população adulta mundial.

O problema é mais grave na América do Norte, na Europa e na Oceania, onde 28% dos adultos são obesos, enquanto que na América Latina e no Caribe, aproximadamente, um quarto da população adulta atual é considerada obesa.

Na América Latina e no Caribe, o sobrepeso das crianças menores de 5 anos aumentou de 6,8% em 2005 para 7% em 2016, taxa que supera as da Ásia, da África e a média mundial (6%).

“Junto com o aumento da fome, a América Latina e o Caribe vivem uma gravíssima epidemia de sobrepeso e obesidade. A tendência regional é constrangedora, especialmente no que se refere para as meninas e meninos menores de cinco anos, cujo desenvolvimento e futuro estão sendo prejudicados pela má alimentação”, disse Berdegué, destacando que a obesidade afeta quase 4 milhões de crianças latino-americanas e caribenhas.

Ele convoca para o enfrentamento a todas as formas da desnutrição com a promoção de sistemas alimentares que priorizem os mais pobres, que são os que gastam a maior parte da renda com comida e têm muitas dificuldades para acessar alimentos saudáveis e nutritivos.
