A partir desta sexta (30), as instituições financeiras poderão financiar imóveis novos de até R$ 1,5 milhão com juros de até 12% ao ano. O Conselho Monetário Nacional (CMN) autorizou os bancos a destinar 6,5% dos recursos da poupança para esse tipo de empréstimo.
O conselho mudou as normas de exigibilidade dos depósitos de poupança. Atualmente, os bancos são obrigados a destinar 65% dos depósitos na caderneta para o crédito imobiliário. Desse total, 13 pontos percentuais (20%) são destinados para operações de mercado e 52 pontos percentuais (80%) para operações do Sistema Financeiro da Habitação (SFH), que financia imóveis de menor valor.
O SFH financia imóveis de até R$ 750 mil em Minas Gerais, no Rio de Janeiro, em São Paulo e no Distrito Federal e R$ 650 mil nos demais estados com recursos do Fundo de Garantia do Tempo de Serviço (FGTS). Com a mudança, a parcela da poupança destinada ao SFH cairá de 52% para 45,5% (de 80% para 70%), com a criação da faixa de 6,5% a ser aplicada na faixa de crédito para moradias de até R$ 1,5 milhão.
Os juros dos financiamentos do SFH estão limitados a 12% ao ano. Segundo a chefe do Departamento de Regulação do Sistema Financeiro do Banco Central (BC), Sílvia Marques, o FGTS não será usado nos financiamentos para imóveis de até R$ 1,5 milhão com recursos da poupança, mas essa nova modalidade de crédito terá o mesmo teto para as taxas.
A medida é temporária e vale apenas por um ano. De acordo com a técnica do BC, caso a medida seja bem-sucedida, será aplicada de forma permanente. Ela ressaltou que a regulamentação dá liberdade aos bancos para financiarem temporariamente imóveis de até R$ 1,5 milhão com juros mais baixos, mas disse que a medida não necessariamente chegará ao consumidor porque os bancos, na média, já aplicam mais recursos no crédito imobiliário do que o requerido.
De acordo com Sílvia Marques, existem atualmente R$ 495 bilhões aplicados na poupança no país. Desse total, os bancos teriam de destinar R$ 322 bilhões para o crédito imobiliário. No entanto, segundo a técnica do BC, o estoque de empréstimos para o setor chega a R$ 354 bilhões.
“Estamos apenas dando mais uma opção de limite para os bancos cumprirem a exigibilidade mínima da poupança. Estamos criando uma possibilidade para a alocação do banco para fins de direcionamento. Não tem desenquadramento”, disse Sílvia Marques.
Cadastro positivo
Na reunião de hoje, o CMN também aprovou uma resolução que dá liberdade ao Sistema de Proteção ao Crédito (SPC) de administrar sistemas de cadastro positivo – relação de bons pagadores com direito a juros mais baixos. Até agora, empresas com patrimônio de pelo menos R$ 70 milhões podiam administrar esses bancos de dados.
Com a decisão de hoje, o saldo mínimo de R$ 70 milhões poderá ser alcançado pela soma do patrimônio de empresas associadas. A medida permite que os serviços estaduais de proteção ao crédito que compõem o SPC somem o patrimônio de todos os associados para serem enquadrados no limite mínimo.
