A Secretaria de Segurança Pública do Amazonas (SSP-AM) possuía informações sobre a possível fuga em massa de presos em penitenciárias do estado entre o Natal e o Ano-Novo, antes do massacre que deixou 56 pessoas mortas em uma penitenciária amazonense. A informação foi confirmada nesta quarta (4) pelo ministro da Justiça, Alexandre de Moraes.
“Nós tivemos informação, governo federal, desses informes de inteligência. Não é obrigação de passar informe de inteligência para o governo federal. O governo estadual disse que tomou todas as providências para evitar a fuga”, disse Moraes após se reunir com a presidente do Supremo Tribunal Federal (STF), ministra Carmén Lúcia.
Moraes negou, que o governo federal tivesse conhecimento do planejamento de fuga antes da rebelião que durou cerca de 17 horas no Complexo Penitenciários Anísio Teixeira (Compaj), em Manaus, entre os dias 1º e 2 de janeiro.
O motim resultou na morte de 56 pessoas, no segundo maior massacre em presídios brasileiros, atrás somente de Carandiru, em 1992. Outros quatro presos morreram na Unidade Prisional de Puraquequara, também em Manaus. A rebelião teve como consequência a fuga de 184 presos. Desses, 56 foram recapturados até a noite de terça-feira (3), segundo a SSP-AM.
Boa parte dos mortos era integrante da facção criminosa Primeiro Comando da Capital (PCC), rival da Família do Norte (FDN), grupo ligado à facção Comando Vermelho e do qual a maioria dos presos no Compaj fazia parte.
Ao ser perguntado sobre novas rebeliões, numa possível retaliação do PCC contra a FDN, Moraes respondeu que “nesse momento não, mas rebeliões surgem de repente”. Ele afirmou que o sistema de inteligência e a Polícia Federal de todos os estados fazem uma ação conjunta com o Ministério da Justiça para monitorar e evitar novas ocorrências.
Moraes disse que não é possível afirmar, neste momento, se o governo amazonense deixou de atuar adequadamente para impedir a rebelião e as mortes nos presídios do estado.
“O governo estadual disse que tomou todas as providências para evitar a fuga. Não está caracterizada nenhuma omissão até o momento. As razões vão ser investigadas pela Polícia Civil”, disse Moraes. “O que é possível afirmar é que uma série de erros ocorreu. Se não, não teria ocorrido o que aconteceu.”
O ministro disse que ficou constatado a presença de armas de grosso calibre e o uso de celulares à vontade pelos presos dentro do Compaj. Ele culpou os responsáveis pelo controle de entrada do presídio pelas falhas de segurança.
“Se as armas entraram, foi falha da fiscalização daqueles que devem tomar conta da entrada do presidio, se celulares entraram, também falha da administração, se bebidas entraram, da mesma forma”, afirmou Moraes.
“Eu não tenho dúvidas em afirmar que houve falha de quem toma conta da penitenciária. Porque senão não teria entrado facão, armamento pesado, bebida e celular. Agora, estender isso a outras autoridades, só se houver prova”, acrescentou o ministro da Justiça.
Festa de Reveillón
Segundo Moraes, as investigações irão agora apurar se as mortes e a rebelião foram provocadas com o objetivo específico de permitir que as lideranças das facções criminosas escapassem da prisão. Um dado destacado pelo ministro foi o fato de que, mesmo com informes de inteligência sobre uma possível fuga, foram permitidas visitas na noite de Ano-Novo.
Vídeos publicados na Internet pelos próprios presos após o massacre mostram a realização de uma festa de Reivellón, com o consumo de drogas, algumas horas antes da rebelião.
