Inscrições vão até 20 de setembro
A judicialização da saúde é um dos temas principais que estarão em pauta na programação do 5º Congresso Brasileiro Médico e Jurídico, que se realizará de 27 a 29 de setembro, no Centro de Convenções de Vitória. Com palestra de abertura de Maurício Gerum, procurador do Ministério Público Federal Criminal sobre os danos causados à saúde pela corrupção e desvios na gestão, o evento terá a presença de agentes públicos, juristas, magistrados, gestores envolvidos com a defesa do direito à saúde e à manutenção dos serviços públicos de qualidade.
Para o presidente regional do Congresso, o médico Remegildo Milanez, esse debate em torno da judicialização da saúde é importante, pois é preciso coerência e cuidado com os excessos. Somente este ano, até o mês de maio, o custo para o Ministério da Saúde com essa prática foi de R$ 715 milhões. A previsão é de que até o final do ano, essa despesa extra chegue à cifra de R$ 7 bilhões, incluindo estados e municípios.
“Durante todo o congresso, haverá troca de informações importantes para ambos os lados, pois ajuda a dar uma luz para essa discussão, que gera alto custo para os cofres públicos e também para evitar a iatrogenia, que é o uso indevido de medicamentos e exames”, observou.
A busca da medicina tradicional, segundo Milanez estará presente em todos os momentos do congresso. Ele defende que o profissional da área da saúde precisa chegar perto de seu paciente, ouvi-lo, entendê-lo e saber o que está acontecendo antes mesmo de solicitar exames caros ou receitar medicamentos que ainda não foram liberados pela Agência Nacional de Vigilância Sanitária (Anvisa).
“O foco tem de estar sempre no paciente. E do jeito que as coisas estão hoje, ele acaba ficando em segundo plano por conta do custo milionário dessas ações judiciárias. E muitas vezes esse valor poderia ser empregado em ações básicas de saúde e até saneamento, prevenindo várias doenças com isso, beneficiando camadas da população que ainda não têm acesso a esses serviços”, disse.
Encontro internacional
Durante o 5º Congresso Brasileiro Médico e Jurídico vai ocorrer o painel do Direito Internacional à Saúde, que será uma discussão em que juristas e médicos irão discutir experiências bem sucedidas nesse campo.
Outro assunto que terá grande importância é a discussão sobre o descarte de medicamentos e a logística reversa. Conforme afirma a coordenadora executiva do Congresso e vice-presidente da Comissão de Direito Médico da OAB-ES, Clenir Sani Avanza, não existe no país nenhuma orientação do Ministério do Meio Ambiente de como descartar corretamente remédios vencidos.
“Na maioria das vezes, as pessoas fazem o descarte em casa mesmo: pela rede de esgoto ou no lixo doméstico, o que acaba por se tornar um problema, pois isso pode contaminar os lençóis freáticos e também a água que bebemos. Ter a forma correta de descarte é importante para a saúde da população”, disse.
As consequências da corrupção nas políticas públicas de saúde também serão abordadas dentro do congresso, tendo como conferencista o procurador do Ministério Público Federal Criminal, Maurício Gerum, um dos principais integrantes da força-tarefa da Operação Lava Jato. Ainda nos temas a serem abordados durante o Congresso, estão financiamento e orçamento da saúde; prestação do serviço de saúde complementar e suplementar e a proposta dos planos de saúde populares diante da crise de mercado dos hospitais privados e filantrópicos.
