Espírito Santo enfrenta a maior estiagem dos últimos 80 anos

O Espírito Santo completou 1000 dias de crise hídrica, com problemas de abastecimento em diversos municípios. E a avaliação do cenário aponta que a crise está no seu período mais agudo. Os próximos meses, até o fim do ano, serão de alerta e intensificação das ações para minimizar os impactos da escassez de chuva. Na Região Metropolitana da Grande Vitória, a situação se agravou nas últimas semanas.

Em todo o mês de agosto, os Rios Jucu e Santa Maria registraram vazões que ultrapassaram o limite considerado crítico. No dia 31, as vazões medidas foram 4.061 l/s e 2.376 l/s, respectivamente, o que representa 26% e 31% da média mensal de vazões para esse período. Antes, as médias mensais eram de 15.345 l/s no Rio Jucu e 7538 l/s no Rio Santa Maria.

O mês de agosto foi mais quente e seco do que o normal em praticamente todo o Estado, mesmo com a passagem de três frentes frias ao longo do mês (a média de passagem do sistema em agosto no estado é de duas frentes frias).  Quanto às chuvas, a quantidade registrada mal corresponde à metade do esperado.

A previsão de chuva para os próximos três meses no Espírito Santo não vai alterar de imediato os efeitos da crise hídrica. A chuva não deve ser suficiente para recarregar completamente o lençol freático, que em decorrência de três anos consecutivos de chuvas abaixo da média histórica, está muito aquém do normal. O solo está muito seco, degradado e sem cobertura vegetal, o que compromete a infiltração de água.

Na Grande Vitória, onde residem 50% da população capixaba, é necessário um esforço conjunto adicional. As vazões dos Rios Jucu e Santa Maria, principais rios que abastecem a Região Metropolitana, vem caindo sucessivamente. Com a falta de chuvas capazes de normalizar o volume de água, há a possibilidade de adoção de medidas mais severas. Caso a vazão caia mais 10% nesses dois mananciais e não haja economia por parte dos usuários, será necessário racionar a distribuição.

No interior do Estado, especialmente nas Regiões Norte e Noroeste, a situação dos rios é ainda mais crítica, e em alguns municípios sob a concessão da Cesan já há racionamento.

Nos municípios atendidos pela Companhia Espírito Santense de Saneamento (Cesan), de janeiro a julho de 2015, a população atendeu ao alerta do Governo e economizou 7,5 bilhões de litros de água. Nos primeiros sete meses de 2016, a situação se manteve, porém, em função da piora do cenário, é necessário um esforço adicional.

Setembro ainda faz parte do período seco no Espírito Santo. O mês é marcado pelo início da primavera, que começa às 11h21 do dia 22 de setembro. No geral, a chuva média nas Regiões Sul e Sudeste capixaba é 60 mm. A região que mais recebe chuvas em setembro é a do entorno de Alfredo Chaves, que começa a ser influenciada pelas pancadas de chuva principalmente à tarde. No entanto, os valores de precipitação nessa área correspondem a apenas 60-90 mm. As temperaturas sobem um pouco (em torno de 2° C na média). O esperado pela equipe do Instituto Capixaba de Pesquisa, Assistência Técnica e Extensão Rural (Incaper) é que mesmo que a chuva fique dentro do normal, ela não deve ser significativa quando comparada à precipitação registrada no período chuvoso.

Para outubro, que marca a transição entre o período seco e o chuvoso, o Sistema de Informações Meteorológicas do Incaper prevê que a chuva fique dentro da média do mês (entre 40 e 120 mm). Já para novembro, por ora a previsão aponta chuvas acima do normal (entre 150 mm a 300 mm).

Segundo levantamento da Agência Estadual de Recursos Hídricos (Agerh), 19 municípios do Estado estão em situação extremamente crítica, ou seja, municípios integrantes da Resolução AGERH nº 38 em que as concessionárias de Abastecimento (SAAE/CESAN) afirmaram ter capacidade de manter o abastecimento humano por período inferior a 30 dias.
